The 15th Congressional District has always been associated with Harlem, one of the most famous African American communities in the United States. It also includes the heavily Latino El Barrio and Washington Heights. These communities include immigrants from all over the Western Hemisphere, the largest number coming from the Dominican Republic. Nearly half of the people living in the 15th Congressional District are Latino. The 15th Congressional District is one of the most Democratic in the country, with Democratic presidential candidates routinely receiving 90% or more of the districts vote.
The district has been represented for more than four decades by Charles Rangel. Rangel has consistently supported immigrant rights throughout his career. He has worked closely both with immigrant organizations in his district and with state-wide and national immigrant advocates to promote immigrant rights. His office has done significant outreach to immigrants living in the district and works cooperatively with local non-profits to assist immigrants who have immigration problems.
Rangel has been accessible to immigrant organizations, meeting frequently with leaders and community members. He has also been an outspoken defender of immigrant rights, speaking at many immigration rallies and events and using media appearances to make the case for immigration reform.
Rangel used his leadership position within the House Democratic caucus to promote comprehensive immigration reform, but in 2010 investigations into ethics violations began to reduce his power within the caucus.
