Report Card

The 24th Congressional District covers large swaths of Central New York. It includes Utica and Rome as well as the Binghamton suburbs. The district has experienced serious population decline over the last decade and may cease to exist in the next election.

The 20th is a classic swing district with a Republican plurality but with large numbers of independent voters. It swung Democratic in 2006 and 2008, but went Republican in 2010. Richard Hanna, who campaigned as a moderate Republican, defeated incumbent Democrat Mike Arcuri. Arcuri himself had been unreliable in support of immigrant rights.

The 24th has a very small immigrant population and immigration issues were not in the forefront of the 2010 campaign. Hanna has no established record on immigration issues.
