Report Card
The Twenty-Third Congressional District is God’s country. It starts at the Vermont border, includes most of New York’s border with Canada, and includes the bulk of Adirondack State Park. To get around, God had better have a tough SUV because the mountain district is rugged, cold, and sparsely populated. The district has a small population of Latinos and a miniscule Asian American presence.
The district is almost evenly divided between Republican and Democratic voters and has a history of sending centrist Republicans to Congress.
Democrat Bill Owens won a special election to represent the 23rd Congressional District in 2009 when Republican John McHugh was tapped by the Obama administration for a top Pentagon post. In what many consider the first manifestation of the electoral power of the tea party, Owens’ major challenge came not from the Republican candidate Dede Scouzzafava, but from an independent conservative Doug Hoffman. Owens won the seat by less than 4,000 votes.
Owens is brand new and has no real record on immigration issues. He has not yet co-sponsored either the DREAM Act or the Comprehensive Immigration Reform ASAP.
