Report Card

The Twenty-Seventh Congressional District encompasses much of the City of Buffalo and surrounding areas.  The district generally votes Democratic, but it has one of the smallest percentages of immigrants of any in New York. The district is over 87% white.

Brian Higgins has voted in support of immigrant rights issues since he first came to Congress, but he has never been in the lead. This tendency is most obvious in 2010, a year of large-scale agitation around immigration issue. Higgins has not yet signed on as a co-sponsor to Representative Luis Gutierrez’s Comprehensive Immigration Reform ASAP bill, nor has he added his name to the list of sponsors of the bi-partisan DREAM Act.

While past performance indicates that he will vote with the Democratic leadership on this issue, it is clear that immigration is not a primary concern for Representative Higgins.

Voted NO on preventing tipping off Mexicans about Minuteman Project. Reference: Department of Homeland Security appropriations; Bill HR 5441 Amendment 968 ; vote number 2006-224 on Jun 6, 2006. Took the PRO-Immigrant Position.
